So a carbon/kevlar cover which is less than 20mm thick, which covers two of the bolt mounting holes (with the bolts going through the cover fixing it to the case) is acceptable.

Carbon/kevlar are acceptable crash resistant materials (ok for F1 cockpits).
How about just welding extra material to the outside of the standard case to make them thicker?
