Looking at this from a v-twin perspective (because that's what I race) This is a real pain. I'll need to verify it myself but have been told that with my bike the end of the case does protrude past the frame rail.

Now, how about stipulating frame sliders, at least for the twins, instead. At my last meeting last year I had someone take out my front wheel in a corner and had a big impact. Big enough that 2 months later I'm still not meant to be on a bike as the plate and screws in my collarbone are the only thing holding it together. I had frame sliders fitted and apart from breaking off the peg and brake levers the bike was fine.

Certainly a much easier option and fulfills the intent of the rules.
